Automatic Emails Do Not Send If No Files Are Tagged Option

It would be ideal if we could have an option for an email to not send in the event that there are no tagged files. It would need to work so that a tag is matched up with a Send Email Action and if nothing has been tagged then the Action closes without sending the email.
A good use case for this would be emails that are going to DMS' or other systems. You wouldn't want the email to send if the relevant files have not been included as this could cause issues for the other system(s).
This would also be useful in the event you had an automated email that is sent to a client, however, in this case you would want the Action/Case to become an exception that a human needs to pick up and sort out.
